You've probably heard that the US EPA is working on a National Stormwater Rule. This is the result of a 2008 Nation Research Council Report, which can be found at http://www.epa.gov/npdes/pubs/nrc_stormwaterreport.pdf. The Report has recommendations that EPA is trying to implement through the proposed Stormwater Rule. The main topics include post-construction retrofits, TS4 permits for Interstate Highways, expanded MS4 service areas, post-construction hydrology and merging Phase I and Phase II MS4 permits. The original goal was to have the rulemaking complete by now; however, the Rule still has not been finalized.
